Residential Property

Since 2003, the BDC has renovated 100 housing units and constructed 18 new houses. While the priority of the property development is blight removal and support for affordable homeownership, the BDC has also develops strategic multi-family properties and created 70 housing units for rental service.

The renovations include the redevelopment of two severely distressed apartment properties on Tillman into Hope Community (seniors) and Tillman Crossing (low income) Apartments. The aggressive acquisition and redevelopment of high-quality housing units serves community development by inspiring hope for the neighborhood’s future and helps offset the potentially negative impacts of rapid gentrification.

In 2023, the BDC sold Tillman Crossing and Hope Community along with 20 rental homes to a neighborhood partner committed to affordability, Nickson General Contractors (NGC). NGC was started by a BDC construction job-trainee graduate, Octavious Nickson, in 2015. Octavious is a long-term Binghampton resident and is quickly becoming one of the most sought-after general contractors in the city.  NGC boasts projects in Memphis such as Mississippi River Park, Ghost River Brewery, and Shelby Farms Conservancy. This sale highlights the BDC’s commitment to community and personal development.

Tillman Crossing Apartments

In 2013, the BDC purchased and renovated an 18 unit apartment building. The Tillman Crossing apartments are affordable and conveniently located on the Shelby Farms Greenline.

Hope Community Senior Apartments

In 2006, the BDC purchased a severely blighted and drug-riddled 20 unit apartment complex on Tillman and created Tillman Apartments, Inc. to redevelop the property for area seniors.
